Although I have agreed to the

grant to Mr. King of free quarters, I do

not wish to be regarded as subscribing

to a general view that officers are

entitled to expect that the conditions

of service of posts to which they may

eventually be promoted shall necessarily

be maintained at the scale in force when

the officers accepted employment in junior

posts.
